Using glue will be a more permanent pencil topper. But it will stick to the pencil better.
I use the same cupcake liner print and color from this cupcake wrapper flowers tutorial.

Butterfly Pencil Topper Tutorial
Flatten the cupcake liner by spreading it open.
Fold the cupcake liner’s bottom edge around 0.25″, then flip the cupcake liner upside down and fold it again 0.25″ on top of the first fold.
Flip the cupcake liner again, and fold it again 0.25″ on top of the second fold.
Continue folding in a pattern until the whole cupcake liner is folded.
It is ok if all folds are not uniform in size. Repeat the folding process for the second piece of cupcake liner.
Put the pipe cleaner vertically on the table.
Put the ribbon horizontally on top of the pipe cleaner.
Put both folded cupcake wrappers on top of the ribbon and pipe cleaner and pinch the middle of the wrapper to stay in place.
Fold the pipe cleaner over the wrapper a few times, twist it on the top, and create a curve on the pipe cleaner’s end to imitate the butterfly antenna.
Wrap the ribbon over the pencil, then make a bow.
The butterfly pencil topper is ready.
This paper butterfly is also fun for decorating greeting cards, scrapbooking, or a playroom decor idea.
You can also use glue instead of ribbon to stick on the pencil. Instead of a pencil, attach the cupcake wrapper butterfly to the wooden dowel or long popsicle stick for an easy magic wand.
